Green Cove Springs Golf Cart Rules: US 17 Crossing Hurdles

Green Cove Springs golf cart rules allow travel on city roads under Sec. 86-146, subject to Florida law. At the October 6 council meeting, Police Chief Shawn Hines reported Florida Department of Transportation (FDOT) approval obstacles for golf cart signs at Harbor Road/US 17 and Governors Creek Bridge, according to the city's meeting summary, published October 7.

The earlier notice confirms existing city-road permission; the newer account identifies intersection construction and state approvals that could limit a connected golf cart route. Neither publication provides a complete list of approved state-road crossings.

Did Green Cove Springs change its golf cart rules on October 6?

Item 19 of the city's October 6 summary records a staff update and continuing signage work, with no new golf cart ordinance adoption recorded in that item. It says the Police Department reviewed Ordinance O-01-2011 and Hines reported that it complied with state law.

The two city publications describe different parts of the route question:

The Harbor Road and bridge entries reflect the chief's reported discussions. The summary does not include a written FDOT approval or final denial for either location.

Can golf carts cross US 17 at a traffic signal?

A traffic signal alone does not authorize a golf cart crossing of US 17. At an intersection with a designated local golf cart road, Florida Statutes Section 316.212(2)(a) requires FDOT approval of the crossing's location, design and any traffic-control devices needed for safety.

Permission to drive the approaching city street does not establish permission to continue onto, across or along the state highway.

A route can include permitted neighborhood streets on both sides of a highway and still lack an approved golf cart connection between them. The city publications reviewed here do not identify an authorized crossing at Harbor Road/US 17 or certify an end-to-end route.

Can golf carts use Governors Creek Bridge?

The city's published October 6 account does not confirm golf cart authorization for Governors Creek Bridge. In the meeting summary, Hines reported that FDOT was unlikely to approve signs allowing golf carts on the bridge.

An exception would require an engineering study and federal coordination, according to that account. The summary includes no approved exception. This is the chief's report of agency discussions; the reviewed publications contain no written final FDOT decision for the bridge.

Can riders use the sidewalk around a restricted crossing?

The city's October 1 notice says golf carts are not permitted on sidewalks. Riders therefore cannot treat the sidewalk as an authorized detour around a highway crossing or bridge obstacle.

State law contains a conditional process for local sidewalk authorization, including an ordinance and safety requirements. That provision does not override the city's published guidance or independently authorize a sidewalk route in Green Cove Springs.

Would a registered LSV follow different rules?

Yes. In Florida, a properly titled, registered and insured low-speed vehicle follows Section 316.2122. It generally may travel on streets posted at 35 mph or less and cross higher-speed roads at intersections. The statute also allows local governments and FDOT to prohibit LSV use on roads under their jurisdiction for safety reasons.

That does not establish permission for a particular US 17 segment or bridge. Lights and mirrors alone also do not complete the LSV requirements: the statute requires additional equipment, including seat belts and a vehicle identification number, along with title, registration, insurance and a valid driver license.

What remains pending for Green Cove Springs?

The city says staff submitted proposed entrance-sign wording to FDOT and will continue coordinating the signage plan. Its meeting summary gives no completion date, funded Harbor Road intersection project or approved bridge exception.

This comparison uses the two city publications and current state statutes reviewed October 9, 2026. It identifies the documented approval questions; it is not a traffic study or a map of authorized routes. A later published crossing approval, engineering decision or finalized city sign plan would provide the next material update.
