Sumter County has signed an agreement for Morse Boulevard golf cart lane improvements between CR 466 and Madero Drive, with no fixed construction start date. The agreement is in the county's October 13 meeting record. Villages-News reported county approval on October 14.

Golf Cart Search reviewed all seven pages of the signed interlocal agreement. Section 2 gives Village Center Community Development District authority to start construction, but expressly leaves it under no obligation to begin. Section 6 provides for automatic expiry if construction has not started by the agreement's second anniversary.

Does the Morse Boulevard agreement set a start date?

The document provides no calendar date for construction to start or finish. If the district begins construction, Section 2 requires it to pursue completion diligently and within a commercially reasonable time.

The two-year provision is an expiry condition if work has not begun. It does not require the project to be finished within two years. If construction starts before that threshold, the agreement continues until the county accepts the improvements.

Section 5 makes the agreement effective when the last party signs. Both parties' signature blocks are signed in the posted copy, but the date blanks on its first page remain empty. The separate staff report lists October 13 as the effective date. We have not converted the relative expiry clause into a specific calendar deadline because the signed copy does not show the last signature date.

Who pays for the golf cart lane work?

Section 3 assigns financing, coordination and supervision to Village Center Community Development District. The agreement describes using settlement funds paid by The Villages of Lake-Sumter into the district's amenity fund, with the Amenity Authority Committee directing their use.

The document separates responsibilities across the project:

StageResponsibility in the agreement
Financing and project supervisionDistrict
Consultant and construction procurementDistrict, under the specified procurement requirements
Plan review and requested revisionsCounty review, with district revisions subject to the agreement's limits
Future maintenance after final completionCounty

The county staff report lists its budget impact and funding-source fields as N/A. That does not establish that the project has no cost. The agreement places financing with the district and gives no construction award price.

What must happen before construction?

Section 3(d) requires the district to give the county construction plans 30 days before advertising the project for bids. It separately requires updated plans, a proposed construction schedule and a Maintenance of Traffic Plan at least 30 days before a Notice of Commencement goes to the selected contractor.

Those requirements are tied to different milestones. They should not be added together to claim a minimum 60-day countdown from the county vote.

The agreement refers to a draft Kimley-Horn project order as Exhibit A, but the seven-page attachment reviewed contains no exhibit. We therefore do not use this file to establish a final lane width, buffer design, contractor selection or construction timetable. Local coverage describes the widening proposal; the signed agreement establishes the parties' responsibilities.

When does county maintenance begin?

The county agrees to accept the improvements and sole responsibility for their future maintenance after final completion. The document describes a completion review involving the engineer's certificate and contractor and county punch lists. It also requires construction contracts to include a two-year maintenance bond; that bond period begins at final completion.

The agreement does not announce a current road closure or change drivers' operating rules. Our Florida golf cart law guide covers the state framework, and our golf cart safety guide covers driving precautions. The community guide discusses The Villages' wider cart network.

Reporting method: We compared the signed seven-page attachment, the county staff report and independent October 14 coverage on October 20. The finding concerns the agreement's start, expiry, review and maintenance clauses. We did not inspect the roadway, measure lane widths or verify a construction award.
