China golf cart tariff reviews began on October 1, 2026, when the U.S. Department of Commerce initiated administrative reviews of the antidumping and countervailing duty orders on certain low-speed personal transportation vehicles. The initiation notice names the companies under review and sets filing requirements; it establishes no new duty rates.
Golf Cart Search counted 229 name entries in the antidumping list and nine in the subsidy-review list, then compared the two. The nine subsidy entries reduce to eight distinct names when a final period is removed: Dongguan Excar Electric Vehicle appears twice, with otherwise identical spelling. All eight normalized names also appear in the antidumping list, leaving 221 names listed only under antidumping in this notice.
The two reviews also cover different periods. An importer matching a supplier to the notice needs to check both the case number and the entry date to identify the relevant review.
- Antidumping, A-570-176: 229 name entries. Review period: November 1, 2024 to July 31, 2026.
- Countervailing duties, C-570-177: Nine name entries. The subsidy review covers September 7, 2024 to December 31, 2025.
Which names appear in both golf cart tariff reviews?
After removing final periods for comparison, these eight names occur in both lists. The table retains the spelling in the subsidy-review list, using the version with a final period for Excar.

The larger antidumping list also includes Xiamen Dalle New Energy Automobile, Suzhou Eagle Electric Vehicle Manufacturing, Guangdong Marshell Electric Vehicle, and Dachi Intelligent Automobile (Rizhao). A name's appearance in this administrative review does not establish duty evasion, identify its U.S. retail brands, or mean Commerce will examine it individually.
Commerce says it may limit individual examination and select respondents using Customs import data or quantity-and-value questionnaires. The notice states an intended selection timetable within 35 days of publication.
Does the October notice change golf cart duty rates?
No. The October 1 initiation notice publishes no replacement duty rates and promises no reduction. It begins administrative reviews under the orders published in August 2025; those reviews can determine final duty assessments for covered entries. The number of listed names does not indicate a rate change.
Under 19 CFR 351.212, the United States determines final antidumping and countervailing duty liability after goods are imported. An administrative review can determine assessment rates for merchandise covered by that review. Cash deposited at entry and the final duty assessment are separate amounts.
That also limits what the list counts tell a dealer. Nine subsidy-review entries do not mean that only nine names can face subsidy duties. The regulation provides for assessment and continued cash deposits on merchandise outside a review request. Absence from this particular review list is no exemption from the underlying order.
The notice provides no basis for calculating a change in showroom prices, landed costs, or refunds. Those amounts require entry records and the applicable duty instructions or final results.
What is due on October 15?
The notice requires exporters seeking separate-rate status in the antidumping review to file the appropriate Separate Rate Application or Certification within 14 calendar days of publication. Counting from October 1 gives October 15, 2026. Commerce's separate-rate forms page provides the application and certification materials.
Commerce uses these submissions to assess whether an exporter qualifies for an antidumping rate separate from the single rate otherwise applied in a non-market-economy proceeding. The notice says the filing requirement also applies to wholly foreign-owned firms and foreign sellers purchasing and exporting the merchandise to the United States.
An exporter selected for individual examination must also answer the full questionnaire to retain separate-rate eligibility. Filing an application or certification alone does not complete that process.
How does this relate to the CBP golf cart lawsuits?
Commerce's rate reviews proceed separately from Customs' duty-evasion investigations and the importers' challenges at the Court of International Trade. This initiation does not decide those lawsuits or cancel Customs' interim measures.

Commerce says it intends to issue final results by August 31, 2027. That is the target stated in the initiation notice; the eventual rates and any later schedule changes remain unresolved.
How we counted the review lists
The sample includes every name entry under A-570-176 and C-570-177 in the October 1 initiation notice, checked against the official PDF on October 4, 2026. We excluded HTML page markers and other products' review sections, counted names as printed, and removed only a terminal period when comparing the two lists.
These are document-entry counts, not shipment totals, market shares, corporate-group counts, or counts of respondents selected for examination. The punctuation adjustment is our comparison method, not a Commerce ruling on company identity. The sample excludes later corrections, withdrawals, selections, and extensions.
